Ab Dienstag, 1. Oktober 2019 will die Swisscom das 5G-Netz in der ganzen Schweiz aufschalten. Mit einer Softwareänderung bei Tausenden 3G-Antennen sollen diese neu für 5G-Geräte nutzbar sein. Damit übergeht die Swisscom den Willen der Bevölkerung und gaukelt ein «superschnelles Mobilfunknetz» vor, obwohl dabei nur die langsamen 3G-Antennen umgenutzt werden.

Das 3G-Netz der Swisscom funktioniert mit langsameren 900 MHz- und etwas schnelleren 2’100 MHz-Bändern. Damit ist jetzt Schluss. Ab dem 1. Oktober 2019 will die Swisscom die schnelleren 3G-Bänder auf 5G umschalten. Damit hat sie einen Weg gefunden, um bei der Einführung von 5G alle Bewilligungsverfahren zu umgehen. Im Gegenzug wird das bestehende 3G-Netz massiv an Qualität verlieren und langsamer werden.

Weit über 10’000 Antennen, verteilt im ganzen Land, können so ohne jegliche Baubewilligung und ohne Mitspracherecht der Bevölkerung auf 5G umgeschaltet werden. Die Swisscom will dies mit einer Softwareänderung und mit – vielfach bereits erfolgten – kleinen Anpassungen an den bestehenden Anlagenausrüstungen bewerkstelligen. Unter Vorspielung falscher Tatsachen – nämlich dass ab sofort ein sehr schnelles 5G-Netz flächendeckend verfügbar ist – suggeriert dieser Marketing-Schachzug bei der Bevölkerung, dass 5G in der ganzen Schweiz als sehr schnelles Mobilfunknetz verfügbar ist. Diese wird damit zum Kauf eines 5G-fähigen Mobiltelefon animiert, denn nur mit einem solchen ist 5G nutzbar. Klimatechnisch ist das bedenklich, denn neue Geräte benötigen z.B. eine Unmenge nicht erneuerbarer Rohstoffe.

Langsames 5G, noch langsameres 3G

Mit der Umnutzung der 2’100 MHz-Frequenzen für «5G-wide» – wie Swisscom das langsame 5G nennt – wird dem Kunden ein superschnelles Mobilfunknetz vorgegaukelt. Stattdessen handelt es sich nur um 3G-Antennen, welche umgenutzt werden. Die sogenannt adaptiven Antennen, welche 5G-fast bringen, existieren nur punktuell und nutzen weit höhere Frequenzen bei 3’400 MHz. Nur ca. 2% der Antennen in der Schweiz sind adaptive 5G-fast-Installationen.

Neue Systeme bereits wieder unbrauchbar?

Während geköderte 5G-Nutzer künftig mit langsamen 3G-Antennen versorgt werden, verlieren 3G-Nutzer den schnelleren Frequenzbereich und müssen auf die langsame 3G-Frequenz ausweichen. In der Schweiz wurden während der letzten Jahre zehntausende Lift-Alarm-Systeme und ferngesteuerte Heizungen auf 3G umgerüstet. Ein Teil dieser Systeme kann nicht auf die niedrigeren 3G-Frequenzen umschalten und wechselt bestenfalls auf das totgesagte 2G, welches nur noch bis Ende 2020 in Betrieb ist. So kann es gut sein, dass einige funkbasierte Notsysteme ab dem 1. Oktober 2019 nicht mehr oder nur noch eingeschränkt funktionieren. Auf Grund der Umstellung auf digitale Telefonie kürzlich getätigte Investitionen in 3G-Systeme, sind bereits wieder veraltet und müssen vielerorts gewinnbringenden Neuinstallationen weichen. Die Wirtschaft freut das, den Endkunden und das Klima wohl eher nicht.

Über unsere Köpfe hinweg

Mit dem Vorhaben, ab dem 1. Oktober 2019 5G landesweit, praktisch ohne vorangehende Information oder Baubewilligung aufzuschalten, setzt sich die Swisscom AG mit beängstigendem Kalkül über den Volkswillen hinweg. Sie umgeht den politischen Prozess und führt 5G ein, noch bevor der Bericht der vom BAFU geleiteten Arbeitsgruppe «Mobilfunk und Strahlung» erschienen ist. Die Bevölkerung hat in tausenden Briefen an Politiker, mit Einsprachen gegen praktisch jedes Baugesuch für adaptive 5G-Antennen seit Juni 2019, in Umfragen mit über 20’000 Teilnehmenden sowie zwei Petitionen mit 66’000 bzw. 37’000 Teilnehmenden klar gezeigt, dass sie eine Einführung von 5G zum heutigen Zeitpunkt ablehnt.

Noch höhere Strahlenbelastung

Die fünfte Mobilfunkgeneration nutzt generell breitere Frequenzbänder als ihre Vorgänger. Diese Breitbandigkeit bedingt ein stärkeres Signal, um eine kongruente Abdeckung wie bis anhin zu erreichen. Adaptive Antennen, wie sie z.B. bei 5G-fast eingesetzt werden, können zudem unsere Grenzwerte um ein Vielfaches überschreiten, weil sie ihre Sendeenergie auf eine kleine Fläche richten.

Böse Erinnerungen werden wach

Vielen ist die Einführung der Sommerzeit im Jahre 1981 noch in komischer Erinnerung. Trotz deutlicher Ablehnung durch die Bevölkerung wurde die Sommerzeit kurze Zeit nach der Referendums-Abstimmung entgegen dem Resultat eingeführt. Ähnliches spielt sich nun mit der Einführung von 5G ab: «Die Wirtschaft beschliesst entgegen dem Volkswillen die flächendeckende Einführung der neuen 5G-Technologie».

Der Verein «Schutz vor Strahlung» verlangt im Namen seiner Mitglieder, im Namen aller Unterzeichnenden der Petitionen «Stop 5G in der Schweiz» und im Namen aller elektrosensiblen Menschen in der Schweiz, dass auf die Umschaltung auf 5G bis auf weiteres verzichtet und der Volkswille respektiert wird.

This marketing propaganda chess move suggests that 5G is available throughout Switzerland as a very fast mobile network. Encouraging consumers to buy a 5G-enabled mobile phone, because, only with such a new 5G device is it available. This marketing ploy becomes also questionable from a global climate perspective, since these new appliances require a huge amount of non-renewable natural resources.

Slow 5G, even slower 3G

With the conversion and reuse of the (3G) 2100 MHz frequencies for – « 5G-wide » – as Swisscom calls the slow 5G – the customer is fooled into believing it uses a super-fast mobile network. When it’s just utilising slightly modified 3G antennas, the so-called adaptive antennas, which may offer a faster 5G, exist only selectively and use much higher frequencies at 3400 MHz, and only about 2% of the antennas in Switzerland are adaptive 5G-fast installations.

New systems already useless again?

While baited 5G users will be supplied with modified slow 3G antennas, 3G users will lose the faster (2100MHz) frequency range and have to switch to the slower 3G (900MHz) frequency. In Switzerland, tens of thousands of lift alarm systems and remote-controlled central heating systems have been converted to 3G over the last few years. Some of these systems cannot switch to the lower 3G frequencies and, at best may switch to the dead-ended 2G, which will only run until the end of 2020. So it may well be that some radio-based emergency systems from 1 October 2019 no longer or only partially work. Recent investments in 3G systems due to the switch to digital telephony are already out of date and in many places have to yield to profitable new installations. The economy may be pleased, but the end customer and the climate probably not.

Over our heads

With the intention of introducing a 5G nationwide network effective from 1 October 2019, with virtually no prior information or building permit, Swisscom AG is taking a frightening calculation over the heads of and the population’s will. By doing so it bypasses the political process and introduces 5G even before the politically requested Federal Office BAFU/FOEN report from the Working Group on Mobile Communications and Radiation has appeared. The general public has clearly shown in mounting antenne oppositions, thousands of letters to politicians, with appeals against virtually every application for adaptive 5G antennas since June 2019, in surveys with over 20,000 participants, and petitions with over 66,000 and 37,000 participants rejecting an introduction of 5G at the present time.

Even higher radiation exposure

The fifth mobile generation generaly uses wider and higher frequency bands than its predecessors. This broader band condition needs a stronger signal to achieve a congruent coverage as before. Adaptive antennas as proposed for 5G-fast, may very well exceed our current limits by a multiple factor because they will need to direct their transmission energy to a very narrow and smaller area.

Bad memories come to life

For many, the introduction of summer time during 1981 is still in remembrance. Despite a clear referendum rejection by the population, summertime was introduced shortly afterwards. Something similar is happening now with the introduction of 5G: The pro economy elite is deciding contrary to the will of the people.

Mehrere Tausend Menschen haben am Samstag in Bern gegen die Einführung des Mobilfunk-Standards 5G demonstriert. Sie protestierten gegen «Zwangsbestrahlung» und forderten eine gesundheitsverträgliche Alternative.

Veranstalterin der Kundgebung auf dem Bundesplatz war die neue Umwelt- und Konsumentenorganisation Frequencia. Sie setzt sich nach eigenen Angaben mit den Risiken der Digitalisierung und Mobilfunk-Technologien auseinander. Etliche Vereine und Gruppen hatten ebenfalls zur Teilnahme an der Demo aufgerufen.

Vor dem Bundeshaus warnten Rednerinnen und Redner auf Deutsch, Französisch und Italienisch vor erheblichen Risiken für Gesundheit, Umwelt, Demokratie und Sicherheit, die mit Mobilfunk im Allgemeinen und mit der Einführung von 5G im Speziellen verbunden seien.

Kampf gegen «Aufrüstung»

Die Behörden und die Telekommunikations-Branche mussten viel Kritik einstecken. Sie mussten sich vorwerfen lassen, wirtschaftliche Interessen über alles zu stellen und die Menschen dreist anzulügen. Mehrere Redner riefen dazu auf, Widerstand gegen die «Aufrüstung» bestehender und den Bau neuer Antennen zu leisten.

Für Wahlfreiheit

Bereits im Mai hatte es eine Stop-5G-Kundgebung auf dem Berner Waisenhausplatz gegeben. Im Anschluss darauf entstand die Organisation Frequencia. Sie gibt zu bedenken, dass nur 20 Prozent aller mobilen Verbindungen im Freien hergestellt würden. 80 Prozent gingen vom Innern von Gebäuden und von Verkehrsmitteln aus.

Die Organisation fordert deshalb eine strahlungsarme Lösung auf Basis des Glasfasernetzes. Innenräume sollten nur dort mit Strahlung bedient werden, wo das jemand ausdrücklich wolle. So müssten die Mobilfunkmasten lediglich den mobilen Verbindungen im Freien dienen und könnten viel schwächer strahlen.

Nationalratsliste im Kanton Bern

Bei den Nationalratswahlen im Kanton Bern treten die 5G-Gegner mit einer eigenen Liste an. An der Demo verteilten sie Flyer und forderten ebenfalls, 5G durch die «gesundheitlich unbedenkliche» Glasfaser-Technologie zu ersetzen. Die Liste «5G ade» ist eine Listenverbindung mit der christlich-konservativen EDU eingegangen.

On 30 January, 2019, an Italian Court in the city of Monza, Italy ruled that the Acoustic Neuroma brain tumor of an airport employee was caused by exposure to the radiation from a cell phone he used for over 10 years for his work. The court determined that the tumor has permanently incapacitated him, and ruled it to be an occupational disease. PRESS HERE for the Court’s Decision

This is the fourth case in which the courts in Italy determined that an Acoustic Neuroma type brain tumor was caused by a cell phone, and the fifth court to make such ruling as in the first case the court decision was appealed and later confirmed by Italy’s Supreme Court. A Summary of the four cases is in the bottom of this article.

The importance of the decision is not only that it’s another Italian Court decision that establishes the link between brain tumors and exposure to Radio-Frequency/Microwave Radiation that is emitted from cell phones, but also by recognizing that if the exposure to electromagnetic radiation (EMR) was necessary for the purposes of work, the Acoustic Neuroma tumor may be considered an Occupational Disease.

Acoustic Neuroma, also known as Vestibular Schwannoma is a tumor which develops on the main nerve leading from the inner ear to the brain. This nerve influences balance and hearing, and pressure from an acoustic neuroma can cause hearing loss, ringing in the ear, and unsteadiness. Occasionally, it can interfere with brain functioning. It is a schwannoma type of tumor which means it develops on the Schwann cells covering the nerve.

It is important to mention that in the National Toxicology Program study of the US Federal government, the tumors that were found to be caused by exposure to cell phones’ radiation are schwannoma type tumors.tumor

The Case

From 1994 to 2010, an airport employee was exposed at his work to high levels of Radio-Frequency and Microwave radiation from a variety of antennas and high-frequency equipment: altitude signal repeaters, weather radars, satellite antennas, and airplane equipment.

In addition, for the purpose of the coordination of tasks which were part of his job in the office, he had to use a lot of Electromagnetic frequencies and radiation emitting devices such as mobile phones, two PCs that were always on, and signal repeaters (GSM and DECT).

Several times the employee and his colleagues reported to the employer that the levels of electromagnetic fields (EMFs) and radiation were high and requested that the EMFs and radiation be measured, but they were ignored.

The employee used a Siemens DECT phone, a Nokia and later a Samsung cell phone for more than four hours a day, with phone sessions of up to 45 minutes consecutively and on the left side of his head. In 2010, he was diagnosed with an acoustic neuroma.

In 2011, the employee was declared to be permanently unfit for work and his disability was determined to be 68%. In 2014, he applied to INAIL (the Italian Center for Occupational Diseases) asking that his tumor be recognized as an Occupational Disease. The employee claimed that there is a casual link between his exposure to radiation in his work and the acoustic neuroma tumor he suffered, and hence his disease should be recognized as an occupational disease.

The CTU, a collaboration of experts and technical advisers assigned to evaluate the case, conducted research into the disease and its risk factors. In reducing the criteria for the causal link assessment, the CTU stated that the worker had been exposed to high-frequency EMR for a considerable number of hours per day for over 10 years.

The CTU concluded that the development of the left auditory nerve neuroma is related to his work. They based their determination on the duration of exposure, the type of devices he used, the type of pathology, and the review of the literature. They determined that the evidence is sufficient for a causal link, even in the absence of clear conclusive scientific evidence.

The CTU also refereed to a similar decision by the Court of Brescia, in which several studies between 2005 and 2009 were quoted. In three of the studies that were quoted, the risk of Neuroma had increased considerably, while according to another study the risk was considered to be low but present.

The CTU concluded that the tumor caused a reduction in the employee’s psycho and physical integrity.

Summary of Previous Italian Court Decisions

First Decision: Brescia Court. December 10, 2009, affirmed by Italy’s Supreme Court on October 12, 2012

The Supreme Court of Italy has affirmed a ruling that granted worker’s compensation to a businessman who developed a tumor after using a cell phone for 12 years. Marcolini, a financial manager at an industrial plant in Brescia in northern Italy, used cell and cordless phones for five-to-six hours a day for 12 years. He was diagnosed as having a benign tumor on the trigeminal nerve, which controls facial muscles and sensations. The court ignored industry funded studies and declared them to be biased and preferred Prof. Lennart Hardel’s expert opinion.

Second Decision: Ivrea Court. March 30, 2017

The Court of Ivrea recognized a causal link between inappropriate use of a mobile phone and a brain tumor. Roberto Romeo, 57, used his mobile for three to four hours of each working day for 15 years. He was diagnosed in 2010. His Acoustic Nerve had to be removed.” A medical expert estimated the damage to Romeo at 23 per cent of his bodily function, prompting the judge to make a compensation award of 500 euros per month to be paid by INAIL, a national insurance program covering workplace accidents. Newsweek mistakenly reported this case as the first decision while it was already the second.

Third Decision: Florence Court: April 2017

The court ordered Inail (National Institute for Accident Insurance at Work) to compensate a salesperson who developed Acoustic Neuroma. A worker used the phone for 2-3 hours a day for 10 years. The experts opinion was that there is a high probability of connection between cell phone use and malignant tumors. The Court of Florence recognized the connection between the use of the cell phone and the onset of an acute nerve disease.

Off the leash – 5G mobile networks (p. 29)

« 5G – short for fifth generation – is the latest standard for cellular mobile communications. Providing ultrafast broadband connection with higher capacity and lower latency, 5G is not only heaven for your smartphone. It will enable wireless connectivity in real time for any device of the Internet of things (IoT), whether that be autonomous cars or sensor-steered factory. In doing so, it will allow decentralised seamless interconnectivity between devices.

To allow for a functional network coverage and increased capacity overall, more antennas will be needed, including acceptance of higher levels of electromagnetic radiation. In some jurisdictions, the rise of threshold values will require legal adaptation. Existing concerns regarding potential negative health effects from electromagnetic fields (EMF) are only likely to increase. An uptick in liability claims could be a potential long-term consequence.

Other concerns are focused on cyber exposures, which increase with the wider scope of 5G wireless attack surfaces. Traditionally IoT devices have poor security features. Moreover, hackers can also exploit 5G speed and volume, meaning that more data can be stolen much quicker. A large-scale breakthrough of autonomous cars and other IoT applications will mean that security features need to be enhanced at the same pace. Without, interruption and subversion of the 5G platform could trigger catastrophic, cumulative damage. With a change to more automation facilitated by new technology like 5G, we might see a further shift from motor to more general and product liability insurance. There are also worries about privacy issues (leading to increased litigation risks), security breaches and espionage. The focus is not only on hacking by third parties, but also potential breaches from built-in hard- or software “backdoors.” In addition, the market for 5G infrastructure is currently focussed on a couple of firms, and that raises the spectre of concentration risk.

Potential impacts:

  • Cyber exposures are significantly increased with 5G, as attacks become faster and higher in volume. This increases the challenge of defence.
  • Growing concerns of the health implications of 5G may lead to political friction and delay of implementation, and to liability claims. The introductions of 3G and 4G faced similar challenges.
  • Information security and national sovereignty concerns might delay implementation of 5G further, increasing uncertainty for planning authorities, investors, tech companies and insurers.
  • Heated international dispute over 5G contractors and potential for espionage or sabotage could affect international cooperation, and impact financial markets negatively.
  • As the biological effects of EMF in general and 5G in particular are still being debated, potential claims for health impairments may come with a long latency.
